Public Access Committee of Eastham
Minutes– January 16, 2013 - 1 pm Large Meeting Room, Town Hall

The meeting was called to order at 1:10 pm by Lori Hovenstine, Chair

Minutes from the November 14 and November 29, 2012 meetings were approved unanimously.
Michael Caliri, Eastham’s Video Services Coordinator, asked if the Committee would be amenable to having meetings taped for viewing in the future.  Videos would be shown on the public access channel and the Town’s website.  The Committee agreed that taping would be allowed at future meetings.

Old Business
CPA Application – Lori and Eileen reported on Community Preservation Committee (CPC) meetings each had attended.  The PACE application may be amended to include costs of a storage facility for the walkway, as suggested by CPC members.  Mark Powers, Parks and Recreation, will be consulted.  Generally, our application appeared to have been reviewed favorably.  

Frank DeFelice addressed the status of the following:   

According to Frank, the owner of the former Messina’s Restaurant  property (who also owns Stewarts) has pulled a permit for a septic system.  Until the end date of the septic permit is reached, the owner does not have to make any interior renovations.  If modifications reach $100,000, PACE review is appropriate.

Nauset Regional High School curb cuts and certificate of appreciation – FD will confirm with Bob Lewis regarding actions taken (curb cuts and parking lot surfaces) at NHS and report next month.
Correspondence with owner of Village Green re HP sign – FD will confirm owner’s name and address so that s/he may be contacted.

Accessibility of walkways at Windmill Green – LH and FD will be meeting with DPW Superintendent Neil Andres on 1/24/13 to review the Town’s planned accessibility adjustments at the ends of the brickwork.  Should Neil not be available, Lori will demonstrate recommended steps to be taken on a video, which will be forwarded to Sheila Vanderhoef, Town Administrator, for further determination.
 
PACE Brochure edit – LH (with Mady Magill) – will be addressed in the Springtime.  Asa will compile additional information regarding local resources that can be added to the brochure.  When the document is complete, it will be brought to Jim Russo, Eastham Chamber of Commerce, for discussion and possible inclusion (via a link) to their website.

BOS liaison – Lori reported that, according to the Town Administrator, the lack of a liaison should not be an issue.  However, members agreed that having a BOS member attend our meetings heightened the Committee’s effectiveness.   FD proposed approaching Wally Adams to see if he would agree to become our new liaison.

Frank will also invite Jeff Thibodeau (Town Planner) to attend our next meeting.

New Business:  Town zoning language with regard to “Granny Pod-type” arrangements was reviewed with FD.  He reported that until 1988 a property owner needed 30,000 square feet for an accessory unit or a duplex.  Since 1988, 2 acres are needed for 2 units on the same property.  In 2009, an affordable 2nd unit could be added.  Frank will research the specifics of this zoning change, and will bring the information to the next meeting.  The updated Universal Design booklet is made available to those modifying/adding on but not uniformly.  FD agreed that that could be changed, so that the booklet is distributed to those applying to the Zoning Department.  It is also available thru Vicky Anderson at the Front Desk in Town Hall.

Discussion with Appointments Committee….Bob Smith happened by the meeting room and was invited in for a brief moment so that Lori could emphasize to him the Committees’ need for additional members.  Bob agreed to remain aware of this.

In response to a question, Frank noted that the partially built property owned by Steve Milligan and adjacent to Town Hall is a “commercial” property (in that it has more than 3 units and/or (?) stores underneath) and preliminary plans have yet to be submitted to Zoning and Planning Boards.

Interim Correspondence:  Eileen will respond to the question regarding Site Plan Reviews from the Harwich Committee.  Jeff Dougan offered to attend a PACE meeting – will discuss in February.
